This article underlines the necessity of entrepreneurship within the public sector, focussing on the modern context in which a specialized knowledge and higher-education business must operate.
Competition about the ranking of the institutions and the recruiting good teachers, researchers and talented students is global. It is increasingly difficult to ‘buy off’ this competition and innovation urge by asking the government for bigger budgets, or protective regulations.
