The corona crisis has only underlined some of the deeper changes in society. The pendulum of history is in full swing. We are living in a change of age\, more than in an age of change. Not only because of corona but also because the collective thinking about many things is changing dramatically. \nSome examples: \n\n\n\n\n\n\n\nThere is a perceived need to address the vulnerabilities of the ways in which we live\, consume and produce;\nThere is a revaluation of the role of the state;\nNeoliberal capitalism is in the line of fire;\nBusiness leaders are more often required to balance the interests of shareholders and other stakeholders;\nInequality in wealth and income has become a major source of discontent.\n\n\n\n\n\n\nAt this ELP Leadership Conference we will take time to reflect on where we are today\, how we got there and where we want to go from here.\n\nFollowing his latest book ‘Civil Leadership as the Future of Leadership. Harnessing the disruptive power of citizens’ (Amazon\, 2018) Steven de Waal will focus on the new public leadership that is necessary in the new public arena due to the digital power that is now given to ‘the people’ or citizens in general. He lectured about this internationally in 2019 (pre-corona)\, including in Canada\, New Zealand\, USA and many countries in (Western) Europe. So partly his contribution will be about the Digital Civil Revolution that was already going on pre-corona (and this analysis was mainly proven in this crisis) and\, of course\, partly about what the corona crisis teaches us about our leadership. He reflects on this in his blog ‘The corona crisis and civil leadership’.\n\n\nBasically his main focus now is on evaluating the outcome of his PhD study into values of civil leaders versus the requirements this new public arena poses on leaders seeking public authority. The Public Sector Executives forum gathers top executives from the state and local government departments and major public organizations to discuss the latest public sector trends and solutions\, such as IoT and automation. Gain deep insights from expert talks\, and exchange thoughts with industry’s leaders through peer-to-peer matchmaking sessions at the event. \nDr. de Waal’s main message\, following his book ‘Civil leadership as the Future of leadership’ (Amazon 2018)\, will be that it’s not just digitalization or new technologies that are challenging or changing things\, but that the main change is not technological\, but in the attitude and power of citizens themselves. So\, following the disruption of markets\, they are now disrupting democracy and public services. We certainly need new public leadership to ‘harness’ this disruptive power. \nHow to adress people’s worries in a sensible\, considerate and convincing way\nPeople now have the tools to organize themselves\, as we can see in all kinds of public protests\, like the Yellow Vests in Paris or in Hong Kong and the Middle East. Elements that are causing these disruptions and are explained in the book are: there now is a permanent public grandstand\, the public opinion is for the first time of and by the people themselves\, people can organize themselves from the bottom-up in short time and massive numbers (he calls this #swarmbehaviour) and runner-ups are winning elections because they better know how to use these new technologies. The public protests are based on the new technologies because now an individual or a small group can organize their supporters online within a few days to show up in public with a multitude of 10.000 people. To do that they no longer need representative organizations or unions. It is a fast and massive movement\, but it is now organized from the bottom up by individuals who are spokesmen for a bigger unrest or concern. Instead of just focusing on this protest and the reason they are on the streets\, we should certainly also focus on the new leadership that is necessary to listen to and address their worries in a sensible\, considerate and convincing (leadership!) way! \nAs his audience in Finland will be of Public Sector Executives they will certainly recognize the deep turmoil and unrest that is going on in the public and political domains. Harnessing the disruptive power of citizens’ (Amazon\, November 2018).\n\n\n\nThis book is based on the following research questions: \n\nHow are the same digital technologies (internet\, ICT\, websites\, platforms) that are disrupting markets (like hotel- and travelbusiness\, taxibusiness\, retailbusiness\, musicbusiness etc.) influencing citizenship and civil attitudes and the public sector like democracy\, politics\, public debate and public services? In the book this is eventually analyzed as a third revolution for mankind (‘digital civil revolution’) and this growing influence as ‘disruptive citizenship’.\nGiven this growing influence of citizens to disrupt the public and political domain\, what kind of leadership is then required to organize this influence and what kind of public leadership is necessary to answer\, address and eventually harness this growing power of citizens and civil society? In the book this is analyzed as ‘civil leadership’. This was the subject of Steven de Waal’s dissertation and research\, to be found in ‘The Value(s) of Civil Leaders. A study into the influence of governance context on public value orientation’ (Eleven 2014).\n\n33 case- and personalitystudies of civil leaders\, that created public value with their leadership\nMethodologically the research about civil leadership was based on 33 case- and personalitystudies of civil leaders\, that created public value with their leadership\, operating from different private governance contexts. A websurvey was added with 230 participants\, who experienced a careerswitch between different governance contexts to define the dominant valuepatterns in these governance contexts. This resulted in a valuebased leadershipstyle of entrepreneurial and risk taking on the one hand and a social and public drive and passion on the other. It was defined as a ‘breed of their own’\, because overall their valuepattern differed from the dominant value patterns in their respective governance contexts. One of the striking results from this study was the experience they all had with convincing the public opinion and political circles that they were\, although in a new and deviant way\, aiming at the ‘common good’ and the results had public value. In almost all cases there was a battle about definitions and perspectives on public value. That also showed and challenged their leadership. \nThe added methods under this book were strategic analyses like literature and executive interviews on disruption\, technologies\, marketstrategies and their results\, democracy\, civil society and citizen organization\, including their impact on public services. The resulting hypotheses about ‘harnessing the disruptive power of citizens’ and ‘civil leadership’ were tested in more than 100 lectures for an executive audience from all segements of the public sector (esp. health care\, energy\, housing and infrastructure and political leaders on local and national levels) in many countries in Europe. The book has an extensive ‘Notes’ segment with references to researched literature and to the current academic discussions on many of the issues\, that are also on the agenda in the PUPOL conference. \nThe main questions for discussion in the paper session are: \n\nAre these results and analyses applicable and recognizable for other countries outside Europe? Do you see the same kinds of strategic changes and succesful strategies appear?\nDo you see in your context or country the same leadership\, civil leadership\, as a succesful answer to these new strategic context?
